To foster sustainable linkages between U.S. academic institutions and academic institutions from Eurasia which support the objectives of the Freedom Support Act by assisting the transition of Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan, Turkmenistan, Ukraine, and Uzbekistan to democratic, free-market oriented societies.
