PROGRAM OBJECTIVES:
To provide long term training, counseling, and mentoring to benefit small business concerns and potential small business concerns owned and controlled by eligible veterans. Eligible veterans means (A) A veteran who is entitled to compensation (or who but for the receipt of military retired pay would be entitled to compensation) under laws administered by the Secretary, or (B) a person who was discharged or released from active duty because of a service- connected disability.

 ELIGIBLE FUNCTIONAL CATEGORIES:
1. BUSINESS AND COMMERCE;
- Small Business;
- Special Technical Service;
2. INCOME SECURITY AND SOCIAL SERVICES;
- Disabled Veterans;

 WHO CAN BENEFIT FROM THIS PROGRAM:
- Veteran/Service person/Reservist (including dependents);

 WHO CAN APPLY:
- Public non-profit institution/organization (includes institutions of higher education and hospitals);
- Specialized group (e.g. health professionals, students, veterans);
- Small business (less than 500 employees);
- Private non-profit institution/organization (includes institutions of higher education and hospitals);
- Quasi-public non-profit institution/organization;
