PROGRAM OBJECTIVES:
To assist States (including territories and the District of Columbia), Regional Public Comprehensive Planning Organizations (RPCPOs) and Interstate Organizations (IOs) in carrying out water quality management (WQM) planning. States are encouraged to give priority to watershed restoration planning.
