PROGRAM OBJECTIVES:
To insulate the dwellings of low-income persons,
particularly the elderly, persons with disabilities, families with
children, high residential energy users, and households with a high
energy burden, in order to conserve needed energy and to aid those
persons least able to afford higher utility costs.

3. HOUSING;
- Home Improvement;
4. INCOME SECURITY AND SOCIAL SERVICES;

WHO CAN BENEFIT FROM THIS PROGRAM:
- Handicapped;
- Senior Citizen (60+);
- Low Income;
WHO CAN APPLY:
- State (includes District of Columbia, public institutions of higher education and hospitals);
- Local (includes State-designated Indian Tribes, excludes institutions of higher education and hospitals);
- Sponsored organization;
- Federally Recognized Indian Tribal Governments;
- Native American Organizations (includes Indian groups, cooperatives, corporations, partnerships, associations);
