To convey or lease all surplus Federal real properties made available by the disposal agency which are needed and usable by eligible organizations and institutions to carry out health programs.

- Emergency Preparedness, Civil Defense;
3. EDUCATION;
- Educational Facilities;
- Resource Development and Support - Land and Equipment;
4. HEALTH;
- Facility Loans and Insurance;

- State;
- Public nonprofit institution/organization;

- State (includes District of Columbia, public institutions of higher education and hospitals);
- Local (includes State-designated Indian Tribes, excludes institutions of higher education and hospitals);
- Public non-profit institution/organization (includes institutions of higher education and hospitals);
