     PROGRAM OBJECTIVES:
    To promote school readiness by enhancing the social and cognitive development of low-income children, including children on federally recognized reservations and children of migratory farm workers, through the provision of comprehensive health, educational, nutritional, social and other services; and to involve parents in their children's learning and to help parents make progress toward their educational, literacy and employment goals. Head Start also emphasizes the significant involvement of parents in the administration of their local Head Start programs.

    1. EDUCATION;
    - Handicapped Education;
    - Indian Education;
    - Libraries and Technical Information Services;
    - Resource Development and Support - General and Special Interest Organizations;
    2. HEALTH;
    - Health Services Planning and Technical Assistance;
    - Libraries, Information and Education Services;
    - Maternity, Infants, Children;
    3. INCOME SECURITY AND SOCIAL SERVICES;
    - Disabled and Handicapped Services;
    - Families and Child Welfare Services;
    - Information and Referral Services;
    - Legal and Advocacy Services;
    4. INFORMATION AND STATISTICS;
    - General;
    - Libraries, Clearinghouses, Archives;

     WHO CAN BENEFIT FROM THIS PROGRAM:
    - Infant (0-5);

     WHO CAN APPLY:
    - Local (includes State-designated Indian Tribes, excludes institutions of higher education and hospitals);
    - Private non-profit institution/organization (includes institutions of higher education and hospitals);
