PROGRAM OBJECTIVES:
To provide direct financial assistance to eligible metropolitan areas (EMAs) that have been the most severely affected by the Human Immunodeficiency Virus (HIV) epidemic to develop, organize and operate programs that provide an effective, appropriate and cost efficient continuum of health care and support services for the individuals and families with HIV disease.

 ELIGIBLE FUNCTIONAL CATEGORIES:
1. HEALTH;
- Communicable Diseases;
- Prevention and Control;
2. INCOME SECURITY AND SOCIAL SERVICES;
- Emergency and Crisis Assistance;

 WHO CAN BENEFIT FROM THIS PROGRAM:

- Physically Afflicted (e.g. TB, Arthritis, Heart Disease);
- Other Urban;

 WHO CAN APPLY:
- State (includes District of Columbia, public institutions of higher education and hospitals);
- Local (includes State-designated Indian Tribes, excludes institutions of higher education and hospitals);
