    To make funds available to States for processing, storage and distribution costs incurred by State and local agencies in providing food assistance to needy persons.

    ELIGIBLE FUNCTIONAL CATEGORIES:
    1. FOOD AND NUTRITION;
    - Food and Nutrition for Individual and Families;

    WHO CAN BENEFIT FROM THIS PROGRAM:
    - Individual/Family;
    - Unemployed;
    - Welfare Recipient;
    - Pension Recipient;
    - Moderate Income;
    - Low Income;

    WHO CAN APPLY:
    - State (includes District of Columbia, public institutions of higher education and hospitals);
