    4. EDUCATION;
    - Educational Facilities;
    5. HEALTH;
    - Facility Planning and Construction;
    6. TRANSPORTATION;
    - Highways, Public Roads, and Bridges;

    WHO CAN BENEFIT FROM THIS PROGRAM:
    - Farmer/Rancher/Agriculture Producer;
    - Rural;

    WHO CAN APPLY:
    - Intrastate;
    - State (includes District of Columbia, public institutions of higher education and hospitals);
    - Local (includes State-designated Indian Tribes, excludes institutions of higher education and hospitals);
