    PROGRAM OBJECTIVES:
    To improve mass transportation service, to contribute toward meeting total urban transportation needs at a minimum cost, and to assist in the reduction of urban transportation needs by improving the ability of transit industry operating officials to plan, manage, and operate their systems more effectively and safely.

    ELIGIBLE FUNCTIONAL CATEGORIES:
    1. COMMUNITY DEVELOPMENT;
    - Planning and Research;
    - Construction, Renewal and Operations;
    2. EDUCATION;
    - General Research and Evaluation;
    3. ENERGY;
    - Conservation;
    4. TRANSPORTATION;
    - Urban Mass Transit;

    WHO CAN BENEFIT FROM THIS PROGRAM:
    - State;
    - Local;
    - Public nonprofit institution/organization;
    - Other public institution/organization;
    - Profit organization;
    - Private non-profit institution/organization;
    - Other private institution/organization;
    - Anyone/general public;
    - Student/Trainee;

    WHO CAN APPLY:
    - Intrastate;
    - State (includes District of Columbia, public institutions of higher education and hospitals);
    - Local (includes State-designated Indian Tribes, excludes institutions of higher education and hospitals);
    - Public non-profit institution/organization (includes institutions of higher education and hospitals);
