    To provide for grants, contracts and cooperative agreements for projects of national significance to increase and support the independence, productivity, and integration and inclusion into the community of individuals with developmental disabilities.

    ELIGIBLE FUNCTIONAL CATEGORIES:
    1. COMMUNITY DEVELOPMENT;
    - Technical Assistance and Services;
    2. EDUCATION;
    - Health Education and Training;
    - Higher Education - General;
    3. EMPLOYMENT, LABOR, AND TRAINING;
    - Job Training, Employment;
    4. HEALTH;
    - Education and Training;
    - Health Services Planning and Technical Assistance;
    - Libraries, Information and Education Services;
    - Mental Health;
    - Program Development;
    5. INCOME SECURITY AND SOCIAL SERVICES;
    - Disabled and Handicapped Services;
    - Families and Child Welfare Services;
    - Information and Referral Services;

    WHO CAN BENEFIT FROM THIS PROGRAM:
    - Individual/Family;
    - Handicapped;
    - Physically Afflicted (e.g. TB, Arthritis, Heart Disease);
    - Mentally Disabled;

    WHO CAN APPLY:
    - State (includes District of Columbia, public institutions of higher education and hospitals);
    - Local (includes State-designated Indian Tribes, excludes institutions of higher education and hospitals);
    - Public non-profit institution/organization (includes institutions of higher education and hospitals);
    - Private non-profit institution/organization (includes institutions of higher education and hospitals);
    - Quasi-public non-profit institution/organization;
